I previously worked for a TPA for 18 years on the liability side (Looking for work, anyone hiring in the chicago area or as teleworker?) and we never charged a third party an "administrative cost". There is no cost to the client. Consequently, this would not be requested by a third party administrator, or at least an honest one.

Let me add an addendum; I have had a few clients request that I or my subordinates pursue administrative costs when handling subrogation matters on their behalf. They had to be reminded that this isn't possible.......
