An exhausted Bobby Tuetken smoked a cigar and stood with a cup of coffee in hand as he watched the flood-swollen Maquoketa River steadily recede Sunday morning. Tuetken, 46, whose family owns the Blue Inn, a hotel converted into 25 apartments, had surrendered to the river earlier in the day after spending most of the night pumping water from the property, which had been surrounded by a wall of sandbags.
