East Dubuque sits at the base of hills and bluffs on the Mississippi River. So when the area was hit with about a foot of rain in 24 hours, it wasnt the mighty river that caused major problems. It was the torrents of the water rushing down from the hills, erupting into massive flash floods. Around midnight, many of the sloping streets of this town turned into raging rivers as the water rushed toward the downtown area. " Garbage everywhere," said resident Dwight Lloyd. " And mud. Lots of mud."
