It is also a process that is expanding rapidly and broadly. According to data in a newsletter published by Laura Foggen, a partner in the Washington-based law firm Wiley Rein, the number of drilling permits issued in the natural gas-rich Marcellus Shale region which stretches from New York to West Virginia rocketed from 11 in 2005 to 3,403 in 2010.
