Roughly 2,600 customers including four hospitals had water service disrupted in San Diego Wednesday when a pipe burst and caused flooding that was waist-deep in some spots. Eight garages were flooded by the rising water including one owned by Jack Horaniuk. "My head is spinning," Horaniuk said while surveying the damage. "I’m not sure, not sure, frustrated it’s going on."
