Jordan Rozas said he walked out of his house on the corner of Center and North Elm streets Sunday night to get a gift for his newborn baby from a friend when a car whizzed by going more than 70 miles per hour and slammed into a crosswalk sign and fire hydrant. Water began gushing out of the hydrant. Rozas ran to see if anyone was in the car and a teen stumbled out and stared at him. Rozas said he shouted for him to stop and the teen paused for a moment and ran down North Elm Street.
