State senators voted to finally legalize ride-sharing services like Uber and Lyft, which have been operating in Arizona for years. The legislation given preliminary approval ensures that those who drive for "transportation network companies’’ have at least $250,000 of liability coverage any time they have a passenger in the vehicle. That is similar to what Arizona already requires for traditional taxi companies. But the measure spells out that higher level of coverage, to be provided by the network, is necessary only when a driver has been dispatched to a call or actually has a passenger in the vehicle.
