Flooding across San Diego County caused major traffic jams on highways and flooded underground parking garages Tuesday afternoon. A flood advisory was issued for San Diego and Riverside counties until 2 p.m. Tuesday. Weather radar indicated areas of heavy rain could flood areas near the coast, valleys and mountains. A Lamborghini and other cars parked in an underground parking lot in Ocean Beach were submerged by the flooding. Highways, streets and underpasses with poor drainage also experienced flooding.
