Advantages in money and manpower are what’s behind the insurance industry’s victories in legislative battles over state laws regulating discounted sales of structured settlements, a settlement purchasing firm’s advocate contends. 

But an insurance trade group spokesman argues that carriers are prevailing because their position is seen as the best public policy.

The two offered their conflicting views as the Michigan legislature was poised to finalize such legislation, which would make Michigan the seventeenth state to regulate sales of legal settlement money packages. 

The settlements involved are structured to be paid out over time and are sold for discounted lump-sum values.
