Following on the heels of a preemptive lawsuit by one of the World Trade Center insurers, WTC leaseholder Larry A. Silverstein has sued two other insurers to try to keep the dispute in the United States and out of arbitrators' hands.

Mr. Silverstein's companies filed a declaratory judgment action in federal district court in Manhattan yesterday to have the court declare that all payment disputes stemming from the Sept. 11 destruction at the hands of terrorists must be litigated in Manhattan.

The complaint alleges that defendants Ace Bermuda Insurance Ltd. and XL Insurance Ltd. are attempting to have private arbitrators decide coverage issues in London.

According to the complaint, a recently passed federal law designates the Manhattan federal court as the sole forum for resolving the terrorist-attack claims.
