An attorney who helps small business owners who are victims of the Sept. 11 terrorist attacks is urging the legislature not allow insurers to reduce benefit payments where charitable donations have been received.

Jeannine Chanes said she will be writing the New York Legislature asking it to address the problem. Ms. Chanes, an attorney with the firm of Fried & Epstein, in New York, heads the insurance coverage aspect of the Association of the Bar of the City of New York's initiative to provide pro bono legal assistance to small businesses that are victims of the terrorist attacks.

She said she is concerned that victims of the attacks could lose some of their insurance benefits under a section of New York law, which deals with receiving charitable donations to cover certain expenses.
