New Jersey Gov. James E. McGreevey said he will seek legislation to crack down on the state's uninsured motorists with a "zero tolerance" policy on drivers who cannot produce proof of insurance.

The governor's plan calls for impounding the driver's car if they cannot produce a valid insurance card within 24 hours after police request to see it. Under the plan, a warrant to impound the car would be issued after 24 hours, if the driver does not produce the identification card before then.

If the car is impounded, under the proposal, the driver would be responsible for all towing and storage costs, and an administrative fee of $100. The driver would have 30 days to retrieve the car, or see it auctioned off following a hearing.
