Philadelphia cop arrested in insurance-fraud scheme

A seven-month local grand-jury investigation led yesterday to the arrest of a veteran Philly cop and another man who allegedly tried to commit insurance fraud. Sgt. Dwayne Darby and Kariem Mangum falsely reported that Mangum’s Volvo was stolen in Philadelphia in January 2010 in a bid to avoid a costly car-loan payment, the District Attorney’s Office said.
