Ramps to a major area highway re-opened Wednesday morning after a massive, 4-alarm fire tore through a Northeast Philadelphia apartment complex, putting 100 people out of their homes. Firefighters continued to pour water on hot spots at Rita Grace Manor in the 9100 block of Academy Road after 116 units were damaged or destroyed Tuesday. The fire forced authorities to shut down the Academy Road ramps to and from I-95 until Wednesday morning. All but one of those ramps had re-opened to traffic by 6:00 a.m. Wednesday.
