One upstate county has already counted 800 homes destroyed and 300 severely damaged by last week's flooding. Broome County, which encompasses Binghamton, issued an updated measure of the destruction Tuesday but said anywhere from 25% to 50% of the region has yet to be assessed. A statement by the county executive estimates property damage in excess of $175 million dollars. The state has established a toll-free hotline for disaster applications and six Disaster Assistance Service Centers were providing victims of the flooding with critical services and information from state, local and charitable agencies helping in relief efforts.
