State lawmakers have agreed to require applicants for auto insurance to prove they live in North Carolina. The proposal, sent Wednesday to Gov. Mike Easley’s desk for final approval, attempts to stop out-of-state drivers from claiming to be North Carolinians to take advantage of the state’s auto insurance costs, the fourth-lowest in the country, according to the Insurance Information Institute.
