The strict building standards that helped parts of Southern California survive last month's devastating wildfires are not used throughout most of the fire-prone West, leaving other places vulnerable to similar onslaughts.
"It's still spotty," says James Schwab, a researcher with the American Planning Association, which has studied wildfire readiness. "We're doing better, but we have a long way to go."
