Responding to a growing number of self-insurance fund failures, Florida lawmakers have placed workers' compensation commercial carriers and self-insurance funds in a new workers' comp. guaranty association, while closing the state's second injury fund to new claims, effective Jan. 1.
Solving the Florida Self-Insurance Fund Guaranty Association (FSIFGA) funding crisis was a top priority for lawmakers in the legislative session, which concluded May 2. The FSIFGA was created as part of the 1993 state workers' comp. reforms when self-insurers commanded a sizable portion of the market.
