Forecasters announced on Thursday that Ophelia is still spinning in the Atlantic Ocean off the North Carolina coast and is pounding outlying islands with rain, winds and powerful surf. They said that Ophelia had weakened slightly early Friday and that it is expected to continue doing so throughout the day. Forecasters also said that the storm never officially made landfall on Thursday, instead slowing to a crawl off the coast as it moved ever so slightly to the east.
