Helped by easing Santa Ana winds, firefighters gained the upper hand on one San Fernando Valley fire Tuesday, but warned that a second fire burning from Granada Hills to Simi Valley remains a menacing threat to hillside homes. "This thing is not out. This thing is not over," said Los Angeles County fire Inspector Paul Hartwell. "This is halftime. Don't get comfortable. We're not comfortable."
