In Virginia, Accomack, Charles City, Chesapeake, Eastern Essex, Eastern King William, Eastern King and Queen, Gloucester, Hampton/Poquoson, James City, Lancaster, Mathews, Middlesex, New Kent, Newport News, Norfolk/Portsmouth, Northampton, Northumberland, Richmond, Virginia Beach, Westmoreland and York. * WHEN...Until 7 PM EDT this evening. * IMPACTS...Excessive runoff may result in flooding of rivers, creeks, streams, and other low-lying and flood-prone locations.
