A deluge drenched Hampton Roads on Monday and the rain is continuing this morning, causing flooding on interstates and secondary roads. The showers should decrease by tonight. Heavy rains led to massive traffic backups Monday, displaced families and, for Patrick and Erica French, an afternoon pushing stalled cars out of a flooded intersection a half-hour after getting married. A National Weather Service employee’s 10-inch rain gauge in northern Suffolk overflowed Monday evening, according to meteorologist James Foster, while the region as a whole was hit with 4 to 8 inches of rain.
