Mayor Alex Finter called the scene a "mini-Katrina" in the wake of historic flooding that saw the Valley set a record for the most rainfall ever in a single day. Finter said voluntary evacuations were underway in neighborhoods near Val Vista Drive and Hampton Avenue and 39th Street and the U.S. 60.Standing water in a nearby retention basin north of the Superstition Freeway near Harris Drive and along roads and other low spots forced the cancellation of classes at Keller Elementary School for a second straight day Tuesday, the Mesa Police Department said.
