Iowan Charged With Arson, Insurance Fraud

A Davenport man accused of setting two fires at a home he was fixing up was released Wednesday from the Scott County Jail after posting bond. Ky Bao Lai, 43, was arrested Tuesday night and charged with first-degree arson, punishable by up to 25 years in prison; second-degree arson, punishable by up to 10 years in prison; and insurance fraud, punishable by up to five years in prison. Lai will be back in court May 8. According to arrest and search warrant affidavits, Lai purchased a home in February in the 900 block of East 15th Street in Davenport and was fixing it up in order to sell it.
