Vandals are being blamed for a massive flood that destroyed the basement of a medical clinic early Monday morning. Tens of thousands of gallons of water from a nearby canal poured into the Idaho Foot and Ankle Center on Elk Creek Drive around midnight. At one point, the water filled the basement and inched toward the top of the stairs. “The force of the water was so great it literally burst the deadbolts and all the locks on the basement doors,” Dr. Kylin Kovac said. “There was a waterfall down the back staircase. I’ve never seen anything like it.”
