The holidays were fast approaching when the owner of a west suburban attorney referral service texted a Chicago police officer in December 2016 asking to step up the pace of their bribery scheme, according to federal authorities. “Lets try to pick it up if we can the rest of the month, that way we can both have a great Christmas,” Richard Burton wrote to Officer Kevin Tate, who was allegedly giving him inside information on traffic crashes in exchange for kickbacks. “Because as you know I do very well with what you send me. I dont have a problem giving you more money.”
