Bradley Pierre of Closter, New Jersey, has admitted to orchestrating a significant fraud against no-fault auto insurance companies in New York, amounting to $60-$70 million. He pleaded guilty to bribery and defrauding the IRS and awaits sentencing in May. This scheme, which spanned over a decade, involved bribing medical professionals, scamming insurance companies, and depriving many accident victims of fair treatment.
Pierre’s operation exploited New York and New Jersey’s no-fault insurance laws, which ensure automatic payment for certain motor vehicle accident claims. He illegally controlled medical clinics and convinced doctors to falsely represent these clinics as physician-owned to bill insurance companies. These activities included over $20 million in personal profits, kickbacks from pharmacies, and manipulation of legal actions against insurance companies through a law firm run by his wife, Nonna Shikh.
Furthermore, Pierre was involved in magnetic resonance imaging (MRI) services fraud, where a doctor reported false injuries, enabling additional billing for unnecessary medical services. His control extended to managing a law firm, steering patients for legal representation, and generating fraudulent medical claims, possibly totaling up to $70 million.
Pierre concealed his clinic ownership through fake loan arrangements, check cashers, shell companies, and sibling transfers. He also bribed hospital employees and 911 dispatchers to obtain confidential information on accident victims, redirecting them to his controlled medical and legal services.
Lastly, Pierre evaded taxes using two companies, Medical Reimbursement Consultants and Marketing 4 You, to hide income and falsely report personal expenses as business costs, resulting in underreporting over $4 million and causing a $1.5 million loss in taxes to the IRS.
