DOT Mandates Additional Crew Member on Trains for Enhanced Rail Safety

Following a series of train derailments, including a significant incident in East Palestine, Ohio, involving a Norfolk Southern train, the Department of Transportation (DOT) has introduced a pivotal rule change aimed at bolstering rail safety. The new regulation mandates the presence of at least two crew members on board freight and passenger trains, a move inspired by the events witnessed by Transportation Secretary Pete Buttigieg during his visit to East Palestine. This area experienced profound disruption due to the derailment, affecting the wellbeing of the local communities in both Ohio and Pennsylvania, highlighting the urgent need for improved safety protocols.

The decision to require a second crew member on trains stems from the critical safety roles these individuals play, such as managing hand brakes, track switches, and emergency situations. Despite the Association of American Railroads’ critique of the rule as "unfounded and unnecessary," proponents argue that the presence of two crew members significantly enhances operational safety. Vince Verna of the Brotherhood of Engineers and Trainmen, leveraging his 18 years of experience in train operations, emphatically supports the rule, asserting the indispensable nature of a two-person crew for safety.

Secretary Buttigieg acknowledges that this rule is but one step towards comprehensive rail safety reform. The ongoing push for the Railway Safety Act, sponsored by Pennsylvania Senators Bob Casey and John Fetterman, among others, seeks to further augment rail safety standards and ensure rail companies are held accountable for derailments. However, progress on this legislation remains stagnant in Congress.

It’s worth noting that the Norfolk Southern train involved in the East Palestine incident was already operating with three crew members, underscoring that while the new rule is a critical move towards safer rail operations, it is part of a broader need for systemic safety enhancements within the rail industry.
