Legislation that exempts leasing and rental car companies from liability in cases where the lessors or renters don’t have adequate auto insurance has passed Congress and been sent to President Bush for the president to sign into law. The legislation pre-empts laws in 16 states throughout the country that impose partial or complete liability on rental or leasing companies making them responsible for payment of the damages in cases where the renter or lessor doesn’t have insurance or enough insurance to pay the damages.
