With $827 in million surplus from last year and an expected $800 million this year, Governor Blanco is proposing pay raises, road repairs, and tax breaks for Louisiana residents. She also wants to send insurance-rebate checks to homeowners, just before the start of the 2007 election year when she will seek re-election.
