Governor Kathleen Blanco is pushing for changes to the 2003 law which created the Louisiana Citizens Property Insurance Corp., Louisiana’s insurer of last resort. Citizens has had financial troubles since hurricanes Katrina and Rita, and the company is now selling $1 billion in bonds to pay outstanding claims.
