Expect Free-For-All With New Congress

With the narrow margins in both the House and the Senate, a lot of people are talking about a centrist coalition of moderate Republicans and Democrats emerging that will hold effective power in both chambers. It sounds good, but it will never happen. Democrats are already looking to the 2002 election in hopes of picking up the few seats necessary to regain control of Congress. They will be very reluctant to do anything that makes a Republican-led Congress look good, regardless of the outcome of the presidential election. For the insurance industry, this likely means two more years of inaction on issues like pollution liability and reform of the Occupational Safety and Health Administration.
