Friday, July 27th, 2007 — When the Delaware River Basin Commission released a new report about flooding earlier this month, most of the response to it focused on the drinking-water reservoirs that serve New York City. When devastating floods struck riverside communities in 2004, 2005 and 2006, a lot of people looked for causes ... and blame. There was evidence that the three reservoirs had been kept essentially full, and therefore were not available to store water during and after heavy storms. It looked to many like a clear cause and effect.
