With this month's official start of the 1999 tropical storm season, the Federal Emergency Management Agency said it is better prepared than ever to handle the expected bad weather with a number of recently beefed up disaster preparation and mitigation programs, most notably the Project Impact initiative.
Since December 1998, FEMA's Project Impact — a national effort to encourage individual local governments to prepare for natural disasters — has more than doubled the number of its community participants.
