One of the first residents to take Longview to task over water quality is now the first to receive a damage settlement from the city — and she may not be the last. Dawn Campbell received $1,850 in August after filing a dozen claims that the city is responsible for the damage to her family’s clothes, dishes and appliances. While the settlement doesn’t mean the city is legally liable or admitting guilt, Campbell’s evidence was enough to cause an insurance adjuster to write: "The city of Longview was not prepared for the unforeseen consequences during the changing of the water system.
