On Oct. 23, officials with the U.S Small Business Administration and Cal OES toured damaged sites in La Quinta, Indian Wells and Thousand Palms to assess them and see if assistance could be provided. Two days later, Cal OES sent the Riverside County Office of Emergency Services a letter informing them of the denial. "Based on findings, the damage from this event did not meet the minimum threshold," the letter stated.
