The Department of Homeland Security introduced a proposal for mitigating losses from a future terrorist attack on Tuesday by establishing "best practices" which will help protect businesses from terrorism. The Property Casualty Insurers Association of America however claims that mitigation will not replace the need for renewing the Terrorism Risk Insurance Act, which is set to expire on Dec. 31, 2005.
