A civil lawsuit has been filed against the owner and landlord of a Philadelphia apartment building where a fire escape balcony collapsed, killing one man and seriously injuring two women. The suit was filed Monday by the families of 22-year-old Albert Suh and 24-year-old Laura O’Brien. Suh died and O’Brien suffered a broken back and other serious injuries in the Jan. 12 collapse of the balcony attached to their apartment in the Rittenhouse Square neighborhood.
