Louisiana State Fire Marshal H. "Butch" Browning says a 55-year-old Kaplan man is accused of setting a dozen fires, including one that destroyed the vacant Kaplan Rice Mill. Browning and Kaplan Police Chief Boyd Adams say in a news release Felician Joseph Primeaux known as "Fish" was booked Feb. 4 on 12 counts of arson at nine buildings in Kaplan. They say Primeauxs bond was set at $300,000. A task force of police and fire officials has been investigating fires that date back to 2007 mostly at vacant and older unused buildings.
