State health department lawyers have proposed a $5,000 fine against a St. Francis Hospital oncologist, Dr. Richard Shumway, for allegedly shooting radiation 29 times into the wrong side of a patients mouth during treatment for a mass, records show. Shumway, 53, has signed a consent order that contains the fine and a reprimand. The state Medical Examining Board will vote on the order Tuesday. If the board rejects it, lawyers with the Department of Public Health could come back with another consent order, or the board could hold a public hearing.
