Surprise! Your car’s been ’washed’

A recent study found that 45 percent of the vehicles which were totaled from Hurricane Katrina and then re-titled in other states received clean titles. Approximately 7,000 vehicles out of the more than 200,000 that were branded "Salvage" or "Flooded" now have clean titles because they were "washed" through other states.
