Tropical Storm Wilma stalled over the warm waters of the northwestern Caribbean early Tuesday and forecasters said it could strengthen into a hurricane before potentially menacing Florida this weekend. Forecasters said it could strengthen into the year’s 12th hurricane on Tuesday and become a Category 3 hurricane with wind exceeding 111 mph by Wednesday. Twelve would tie the record for the most Atlantic hurricanes in a years, set in 1969.
