Portions of Virginia, including the following areas, Chesapeake, Gloucester, Hampton/Poquoson, Isle of Wight, James City, Mathews, Newport News, Norfolk/Portsmouth, Northampton, Southampton, Suffolk, Surry, Virginia Beach and York. * WHEN...Through late tonight. * IMPACTS...Excessive runoff may result in flooding of rivers, creeks, streams, and other low-lying and flood-prone locations.
