Winds gusting as high as 30 mph. * WHERE...Cortland, Chenango, Otsego, Tioga, Broome, Delaware and Sullivan counties. * WHEN...From 1 PM this afternoon to 7 PM EST Sunday. * IMPACTS...Travel could be very difficult. * ADDITIONAL DETAILS...Snowfall rates late Saturday afternoon into the evening may exceed 1 inch per hour.
