* WHEN...From 9 PM Tuesday to 9 AM CST Wednesday.
* IMPACTS...Exposed skin may quickly become frostbitten or frozen.
Wind chill values may fall to extremely dangerous levels and
frostbite and hypothermia are possible if precautions are not
taken.
