* WHERE...Portions of northwest Kansas and southwest Nebraska.

the second Wind Chill Advisory, from midnight to noon on
Saturday.
* IMPACTS...Increased potential for frostbite and hypothermia.
Frostbite may occur on exposed skin in less than 30 minutes.
