Wind chills between 5 below to 20 below zero. * WHERE...The mountains of South Carolina and North Carolina, as well as Rabun County Georgia. * WHEN...Until noon EST Sunday. * IMPACTS...The cold wind chills could result in hypothermia if precautions are not taken. Frostbite can occur on exposed skin in as little as 30 minutes.
