Tulare, and Visalia - Porterville - Reedley.

* IMPACTS...Low visibility could make driving conditions hazardous.
* ADDITIONAL DETAILS...Highway affected include, but are not limited
to Highway 99 in Tulare County and Highway 43 in Kings County and
