This watch is based off of saturated soils as much as the threat for heavy rainfall. Recent rains have left much of the area with saturated soils that cannot handle a lot of rain. Rapid runoff is likely with any heavy rain that can develop. Current expectations are that some storms will be capable of producing 2-4 inches of rain per hour which would lead to urban and small stream flooding issues.
