2008 Disaster Housing Plan: FEMA releases operational guidance for housing disaster victims

In the aftermath of a declared disaster, FEMA’s immediate attention will be on response efforts that focus on lifesaving activities. This will include assisting states to ensure that all disaster victims and evacuees are harbored in safe and secure shelters and have access to food and other necessary life-sustaining commodities and resources. As soon as the disaster event stabilizes, FEMA will coordinate with the states to transition residents back into their homes.
